The real strength of the Gal is in Regen combined with their shields
For Example: Gal Gk.0
1x Complex Shield 1x Complex Recharger
1x Complex Armor 2x Complex Armor rep
560 Shields 805 Armor 22 Hp/s Shield 20 Hp/s Armor
It's supposed to function as an armor regen suit with a good shield buffer. The shields will take 500 damage. That's quite a bit of damage. It can tank 700 damage easily, and still have 600+ Armor as a buffer.
Armor regens at 20 HP/s. After 6 seconds, shields regen.
See this example: The Gal heavy takes 900 damage. 560 goes to shields, the other 340 go to armor.
You now have 464 armor left. Armor regens for 6 seconds and regens 120 armor. After that, shields regen at 22 per second.
After 15s, you have regened 300 Armor and 220 shields. You have regened 520 health in 15s. That means you average 34.66 total HP regen a second over time.
Now lets examine a 2 plate two rep Amarr sent and compare.
This heavy has a damage mod, 2 plates and 2 reps.
450 shields 1047 armor 15 hp/s shields 19 hp/s armor
Same scenario: He takes 900 damage.
He has 497 armor left. Armor regens for 5 seconds until shields start.
After 15 seconds, he has repaired 285 armor and 150 shields. Total HP over 15? 435.
Average over 15s? 29.
It's only a difference of around 6 HP/s over time, but it compounds over time. Take the difference over a minute for example: You regen 360 more health the he does every minute. It also comes with greater mobility than the Amarr, and the Gal also has better armor resistances (It has no armor weakness. It resists splash damage, Projectile and Rail)
Rail is effective only 90-95 Projectile is 95-90 Splash is only 95%
This makes it's main tank harder to burst, and means that it actually has both better eHP and repair. Along with better mobility.

No, I have never seen gallente, in lore or in practice as shield tankers except in outlier situations.
I do not consider "dual tanking" as an acceptable answer to the issue.

Taking advantage of your armor tankers decent shield stats to give him an advantage is a great solution, just not the one you want.
If you want to be a huge freaking armor tanker, go Amarr. If you want to whine about how your Gallente can't run 3x Repair and be viable, go elsewhere. Armor isn't supposed to have 30+ Regen a second along with tons of health. It defeats the purpose of armor being a "Slow regen, high buffer" defense, unlike shields which are "High Regen, Low Buffer"
You are trying to get the best of both worlds, and it isn't going to happen. Hybrid tanking is your best solution.

The race intended to choose shield or armor is minmatar. Gallente are the rep race, amarr the armor buffer, caldari shield buffer. If the only viable and competitive fitting option is "run both shields and armor" then there is a problem.
It doesnt cease being a problem because you only load one extender instead of filling the highs with them.
I'm not saying that it's NOT dual tanking. BRICK dual tanking is bad. Dual tanking with the idea of getting as much total HP as possible is bad. Dual tanking back in the day was filling all slots with HP modules, in an attempt to maximize Raw TTK.
That fit runs only 2 HP mods. The other 3 are all regen mods. It's taking advantage of your high armor, and natural shielding to provide better results than just trying to maximize one tank.
My Min Assault runs similar to this. It's a shield based suit with a decent armor buffer with a tad bit of regen.
Also: I call it Hybrid tanking because I just prefer that term of Dual Tanking.
